This has been an interesting ID exercise albeit still not absolutely clear.

See attached WinRAR compressed file containing what I have on my Syncro ID plus a bit more about where it has been etc.
 
My comments, I think in some order are:
  
Pages 70 & 71 of ETKA Models file indicate Vehicle Model No. 254DC5 as a 1990 year model.

In the same Models file there are 2 sub-heading columns TC & TYP under VIN heading. What do they represent? From the ID info I have compiled, I don't seem to have any of those columns listed codes anywhere to be able to determine which line listing is relevant in my case. Any clues on these?

Page 5 of ETKA Engine Nos file indicates MV068474 as a December 1989 engine build for a 1990 year model.
 
The ETKA VIN file indicates 24-L-040028 also as a December 1989 Built Date. Yet rivetted onto the drivers door front pillar is a "BUILT DATE" plate stamped 03/90. See pic. I wonder which is correct and who might have rivetted on this Built Date plate? Do most vans have this plate? Should I disregard that 03/90 BUILT DATE plate?

I've also included for you a jpg file called "Vanagon Model Info Chart". Have you seen this before? Some time ago I found this on a Japanese Syncro Club website. It's a ready reckoner chart to establish Year model based on VIN & engine number combinations. I tried mine and it works for me, again indicates a 1990 Year model.
 
The top line of the underdash paper ID label has printed on it ... "50-1-6118  814  AS". See pic. Are these codes also, if so, any idea what for?  
 
The paper ID label in the VAG Service Schedule booklet indicates MV engine, non-locker 6P transaxle, 90D as Pastel White paint panel colour and QR as Beige/Brown Upholstery combination on Page 4 of Colour Codes file. No other options listed at all.
 
As I now have a locking diff, code 6PA, I've added the 6PA reference to my copy of your new "Australian T25 Syncro Codes" docco. See my file.
 
Interesting then if the built date WAS December 1989, then it took a staggering 13 months to receive an Oz compliance plate. And also then it took 15 months to get first owner registration on 20/03/1991. A long time? Makes me wonder if TKM was using it as a runabout/demo vehicle during a lot of that 15 month gap period?

So it seems from what I've gleened here and what I see with the van, it started out as an un-optioned empty van except for all interior basic wall/ceiling linings and 2 fixed glass rearside windows. That's it. Unless I've missed something that you uncover from any other codes.
 
The TKM Warranty Card confirms first owner as being the Australian 4WD Hire Company in Sydney. I expect they initiated the Trakka fit-out as I know it was in place when the 2nd owner bought it, he subsequently took it back to Trakka to change/add to the Trakka installation. And made quite a few other mods as well during his ownership.
 
The Service Schedule booklet shows that the 2nd owner visited Alice Springs on one trip and to WA on another.
 
Hope this is not too much bother at the moment, if so ... check things out later ok, probably you are probably busy packing for DOTVW.
