spare wheel holder

Just a quiet drive along a back road when there in front i spot a spare
wheel holder . I pulled up and also saw the spare laying nearby . On
inspecting the holder i see it has both front bolt hole and rear pivot
destroyed as well there was evidence that it had damage to frame
resulting from droping under car . this must have been a nasty noise
because the damage was substantial . So if you lost spare and frame i
have it . The things you see when driving in the country ????

How could anyone not hear that departing from the vehicle? 
 
Where did you make this amazing find?  What part of the country, that is.
