Airbags.

I've had an enquiry about my van (for sale) from a New Zealander. He
has been told a drivers airbag is required for compliance in NZ. I'm
not aware of airbags ever being available on T3's, especially in
Australia. Can any-one shed any light on this? I can't see how they
could make it a retrospective requirement if they were never available,
so maybe he's been given wrong information.

Very few such rules are made retrospective anywhere in the world.  An enquiry to the local NZ transport administration should sort that out in one phone call.

However with the pictures you have sent through I would say that it should comply. Just confirm that it has an air bag on the drivers side.

The compliance ticket costs $750.38 inclusive. If you need a SOC I can forward the application form to you. This process can take up to 14 working days to get.

Do you know if the Syncro ever was imported to NZ?  We do have another NZ member and I will contact him to see where his came from.  Mr Nieuwoldt is a dealer, so I don't know where he comes into the equation.  I am currently checking the NZ compliance requirements.

This appears to be a dealer.  In Australia, no dealer has the power to approve compliance and I would be truly amazed if a dealer could do this in New Zealand.  It can only be done through an engineer registered with the government (DOTARS); I am registered for this purpose. 
 
I have located the relevant New Zealand compliance legislation and I am reading through it now.

In NZ the import / distribution situation is not unlike when our
Syncros were sold in Oz - ie, under the auspices of a private
independent company, not Volkswagen AG or subsidiary thereof.

That distributor in NZ is the company in question here, and would be
responsible for compliance and maintaining the "compliance folder" for
inspection by the relevant authorities. More can be discerned about

The importing agent, in Australia (and other countries), is indeed responsible for furnishing the necessary details required to obtain compliance in Australia (and probably in NZ).   I am in the process of reading the NZ legislation at the moment to establish the requirements.   (I am also in the process of doing this at the moment on behalf of an Australian company which wants to import and retail a production vehicle from overseas.)
 
The key point is that Ralph Roden, who is in NZ and looking at buying Brian Reed's (now surplus to requirements) T3 Syncro, needs to get compliance acceptance from the NZ Ministry of Transport.  As far as I have read the NZ Ministry of Transport requirements, there is no indication that a dealer has any power of determination in respect of such compliance.  Unless there is a substantial difference between the Australian and NZ requirements, evidence of which I have not found so far, I expect that it will come down to a reciprocal acceptance of standards between Australia and New Zealand.
 
In Australia, holding distribution rights is not regarded as having the  final say-so on acceptance / compliance and I doubt if it will be any different in NZ.  The issue of the compliance plate is a government function both here and NZ - I have got that far in reading the NZ legislation.
