best procedure for repairing rusting paint chips

I have just purchased a bottle of Deox Gel ($50.00 a bottle) as per a members
recommendation and am about to embark on the huge task of repairing the stone chips in
the paint work that are starting to rust. Could someone please recommend an undercoat /
paint / procedure that works as mine never seems to last more than a couple of years, or it
ends up with bubbles in the spots/dabs. Advice even down to the brand of paint and
application procedure (brush/spray) would be good.

A couple of pointers. 
 
When applying the gel to a rust spot, cover it with Gladwrap to prevent it drying out.  I had very bad rust on a side window sill and successive applications of this gel took it back to bright grey metal.  I have never seen anything work like this before!
 
There are several POR products that will then bind to the fresh metal so well that it would take a nuclear blast to remove it.

There is a lot of very useful information there that you can comb through while to gel is getting down to that lovely bright grey metal.
