Unless the spare can be made to sit on the bumper and unless the bumper can be made load bearing, this is not a good idea. The loads imposed by this arrangement are very high and the resolution points of these loads are out of sight, never a good idea!

I use a similar rack on the T5, and may be able to mount a wheel similarly, but the plate he has attached for the wheel mounting would cause a problem. The legs of the rack need to be able to be pulled apart a little to remove it from the drawbar (which would be prevented by the wheel mount). Otherwise the whole rack (including wheel) must be removed when no bike is carried. I only found out when I got mine that it is illegal to have such a rack fitted (special numberplate notwithstanding) when it is not carrying a bike. Why I'm not sure. I suppose it could be a pedestrian hazard when parked. I also suspect that even in the folded down position it would foul the door opening with the wheel fitted (but probably not on a T3). And, of course, there the concerns Les mentioned.

I run coupled all the time except for tight parking.
One of the least understood aspects of the VC is that it makes a very significant contribution to the distribution of braking forces. I have locked wheels several times on the Syncro when I haven’t engaged the decoupler. The dry road braking contribution is useful but the wet road braking (or loose surface braking) is very significant.
It can be engaged and disengaged on the trot but do so only on neutral throttle so that the sleeve engages/disengages under no load.
The only time that I run uncoupled is when I go to the local shops a few streets away – full lock turn to back out, full lock park at the shops, full lock turn to get out, full lock turn back at my place.

Do you use the decoupler only for tight turning or other times as well?
Also can the decoupler be engaged / disengaged while the vehicle is moving at any speed?
Is there anything else I dont know, I dont know?
