Drivers Side Floor Rust - Questions

Hi All,

Question 1
Wondering how best to approach this floor rust?
Obvious answer is wire brush + rust converter + primer +paint 
Anyone had experience with specialist rust products like Penetrol or Rust Bullet?

Question 2
Specialist Question:
Can the Sound Deadening Insulation Squares be replaced once the rust is dealt with?

I would clean it up and then coat it with grey POR 15.

Excellent stuff for areas that are not seen (it doesnt like UV).

It is a very glossy finish.

What about the Insulation stuff.
Any Ideas anyone?

Expensive and may not be ideal under the floor mat if your mat has holes in it.

Untrue!
POR 15 surface fades in the sun. But UV doesn't degrade it.
