They don't have to be made in Australia to be ADR
compliant.
Any manufacturer who exports cars to Australia has
to fit headlights that comply with ADRs, along with a whole lot of other
requirements. The Australian ADRs are generally tougher than most other
countries and it is common to find that overseas manufacturers build
components to the relevant ADR - ADR 13 in this case, which runs to
111 pages, I kid you not! - and they are then covered for the rest of the
world.
It doesn't matter where they are made, they are
specific to Australia in that they comply with ADR 13.
