I adjust them like Greg says...
a solid 100 % 'very off' cold...
and if you only get 90 to 95 % for 'full on' ...............it works just fine.
So overcompensate even some, on making sure it's fully off.
  the cables always need lubing from the top end too. 
 
it's a poor design ..
when you increase heat , you're pulling the cable out ..no problem.
The cables never get lubed, so they get sticky ..
and one day ...when someone goes to turn the heat down, instead of sliding back in the housing..
the cable kinks a little into a bow ..( at the top end by the levers  )
 
from then on the heater may not go fully off.
That could be your problem even.
Undo the upper end of the cable.........lift it up, and put lots of spray lube down into it, sliding the cable in and out as you add lube ..
then adjust so it's 'extra off'.
And you're good for the next few years.

Ok thanks a lot for that, I must admit I've looked at that shut-off valve a few times, but I hadn't "joined the dots" and realised there was adjustment down there.
Up till now I've manually fully closed it from underneath and avoided touching the dash lever, knowing if I did, it'd be another trip downunder to close it off yet again.
Live and learn.
If successful, this revelation may affect Terry Kays future sales of his ancillary shut-off valve. I wonder why he hasn't mentioned the adjustment for the OEM valve?  HA!

Ken, remove your spare tyre and you will see the heater valve up there. The clip that holds the sheath of the cable in place is the adjustment. I adjust it so that when you push the lever to cold at the very end of its travel you feel the resistance of the valve closing. This may cause the valve not to open 100% when on hot but 95% will not affect the heaters ability. Greg E

Thanks a lot for the tips. 
Just finished the heater cable outer sheathing adjustment (shift it sideways toward the RHS) at the dash levers end. It now fully shuts off the valve. You little bl...y beauty!!!
Fortunately I found my heater cable to be in good working order. I didn't touch the bottom end, didn't have to ... way too hard to get at anyway.

Procedure:
Remove the three levers first (they simply pull off/slide n snap back in). Top and bottom levers are the same, the middle heater one is different and the reverse way around, so remember how they go.
Remove the a/c switch, it just pulls off.
The levers faceplate has only two retainers, so find where the retainers are located then place a screwdriver behind the plate, carefully lever and each in turn will release.
Check the night time illumination bulb at the back of the face plate, replace if the bulb isn't working when you turn the parking lights switch on. 
To more easily access/adjust/retighten the heater cable 7mm headed fixing screw and its metal plate, it's worthwhile also removing the radio and its cradle.
To reinstall the levers and faceplate, it's easier to place and hold the faceplate close by its final position then slide each lever through the faceplate slots, get them started on their metal levers first, then engage the faceplate retainers back into place. 

A very worthwhile procedure. Probably many syncros need this done.

Looking forward to less heat in the van this summer!

Great work Ken and here was I trying to make it easy on you. If you can pull apart t3 heater controls adjust and refit unaided you are better than most apprentices I see. May be you should get a job as a grease monkey. Greg E

All,
Just another procedural point I should have included.
From its lever, the heater cable passes horizontally across behind the radio.
It may interfere with/prevent reinsertion of the radio cradle.
To overcome this, loosen the left side screw fastener for the lever assembly.
With the slack, this will allow the cradle to position correctly and the heater cable to slip into its own "natural" position adjacent to it.
Fix the radio cradle into place, then check/adjust any alignments and then tighten the lever assembly screw.
Doing it this way, I found the radio cradle now fits/aligns better than it has ever done before. Win win.
