Looks like the sleeve for the crankshaft pulley oil seal, which is specific to the Syncro.
It slips over the hub of the pulley, and helps keep water, sand, mud and foreign matter out of the innards.
2WD engines don't have them.
The sleeves are often removed by unscrupulous engine rebuilders, because the 2WD oil seal is much cheaper.
