In NSW you cannot register it as a motorhome if it has been registered as a van previously.

I really doubt if many people here have certificates.

There is also the insurance issue.
 
If you have an accident which injures someone and they investigate the cause and you have no certification for any modifications (such as this major change) the insurance companies will wipe their hands of you and you could be up for thousands.
 
Unfortunately that could happen any time.
 
I have heard of the non certification problem in NSW from an old work colleague with an old pop top bay kombi. He bought it from Queensland and couldn't register it here because he had no certification papers. He managed to find an engineer to certify it but that cost him quite a few extra dollars.
 
That was about 15 years ago though - things may have changed.

A good point.

The issues only seem to arise when either changing the state of registration, or letting a registration lapse to the point of requiring a Motor Registration Authority Inspection (a Blue Slip with NSW RTA - which happens 3 months following the expiry of a registration).

If the vehicle remains continuously registered within the same state, there is no issue.

Any new modifications to the vehicle need an engineers certificate such as engine transplants - major body alterations.
 
The Trakka kombis would have compliance certificates with them and would not have a problem if they stay in the same state. Changing state seems to cause an issue even if they have certification in other states.
 
It seems vehicles coming into NSW and Victoria need certification if they were not originally certified in that state. That's what my work mate was told.
 
There was a guy in a VW mag a year or so ago that did an SVX 3.3L quad cam transplant in WA, had it certified, then had to have it certified again when he moved to Victoria within 12 months.
 
All States have their own rules and they seem to differ greatly.

I bought my van in the ACT and registered it in Vic. It was imported from the UK in 1987 and was converted by a company called Autohomes over there.

It has no compliance certificate (they looked for a plate when i had the Vicroads inspection) but they let me register it because it had been registered in both the ACT and NSW previously.

On the vicroads paperwork it is called "1987 Volks Carvn"

They are not exactly friendly and helpful when you have the inspection and i thought the lack of a compliance certificate was going to be a deal breaker and then the guy just said ok and passed it. I tried to ask if i needed this and he refused to answer any more questions.

At the heart of this is the requirement for all registered vehicles to be ADR compliant.  I have a close association with an engineering company that does engineers certificates for motor vehicle of all classes in Victoria and I will try to get some information on acceptability of pop top camper conversions, both old and new, and post to the group.

 

Interestingly, my Syncro had a NT registration when I bought it.  I took it to VicRoads, expecting that it would be inspected but apart from checking the VIN, they only gave it a cursory check.  Because the T3 Trakka conversion has its poptop flush with the roof, I am now wondering if the missed the fact that it was a poptop conversion.  In any event, the prior registration in NT probably carries the assumption that it was already compliant for ADRs and structure.  Therefore, continuous registration is probably enough for continued acceptance.

I bought my van in the ACT and registered it in Vic. It was imported from the UK in 1987 and was converted by a company called Autohomes over there.

 

It has no compliance certificate (they looked for a plate when i had the Vicroads inspection) but they let me register it because it had been registered in both the ACT and NSW previously.

 

On the vicroads paperwork it is called "1987 Volks Carvn"

 

They are not exactly friendly and helpful when you have the inspection and i thought the lack of a compliance certificate was going to be a deal breaker and then the guy just said ok and passed it. I tried to ask if i needed this and he refused to answer any more questions.

There is also the Insurance reason.
 
That was a major factor for me.

A good point.

The issues only seem to arise when either changing the state of registration, or letting a registration lapse to the point of requiring a Motor Registration Authority Inspection (a Blue Slip with NSW RTA - which happens 3 months following the expiry of a registration) .

If the vehicle remains continuously registered within the same state, there is no issue.

Scott - I would understand that insurance is valid if the driver is licensed, the vehicle enjoys a current registration from the appropriate authority, and the law was not broken (eg, criminality such as drink driving). The fact that a subsequent owner may not have in their possession the original engineers certificate from some years ago is another matter.

In your case there are modifications to the vehicle, which the insurance company will want to know about (as does ours), and your registration should also note the modification, and as yours is recent, then I can see why your certificate will be important. In my case the mods are noted, however, I do not have the certificate.

The issues only seem to arise when either changing the state of registration, or letting a registration lapse to the point of requiring a Motor Registration Authority Inspection (a Blue Slip with NSW RTA - which happens 3 months following the expiry of a registration).

If the vehicle remains continuously registered within the same state, there is no issue.

I should have added in my post that insurance is totally dependent on compliance. 

 

If an insured vehicle is involved in a crash and found to be non-compliant, all insurance obligations are void.

Yours would come under 2009 regulations if you are honest.
In south Australia there is no need for a road worthy certificate as in other states so it's very easy to modify a vehicle and drive it without worry unless you are either defected by police, have a major accident or vehicle rego expires too long and you must apply for new plates.

The one risk of having you're own modifications approved is that if you're vehicle fails inspection it becomes listed as defective and insurance would then not even cover me in instances where they do not require your vehicle for inspection.

Probably a good idea to talk to someone qualified in camper conversions first and ask what the chances are it'll pass or see if they'll have it approved for you.

Just thought I would add my engineer certificate experiences in case it is of help to anyone. So added a Westfalia roof to my ex-telecom in NSW. Also rear seatbelts / folding seat / bed. Cost $550 for the engineer's certificate from Bob Buckley, real nice guy, not sure if he has retired now or not. Apparently new regulations / computer system coming in for NSW engineers which he wasn't very happy about.

Due to the insurance issues, I believe any major changes, roof, brakes, maybe even suspension with new NSW laws?? engineer's certificate is an absolute requirement.

I am not sure, but I think if you get it done by a licenced converter, you do not need one. There should be a stcker or plate "This roof conversion was done by some mong with a chainsaw at Trakka and complies with ADR 999, Approval number 123456789"

I really doubt if they need an enginneer's certificate for every conversion. Maybe the people to ask are the conversion companies, not the blue slip grease monkeys.
